General Description

Washington Headquarters Services (WHS) Office of Small Business Programs (OSBP)  Market Research and Training Center of Excellence

The OSBP, Department of Defense (DoD) advises the Secretary of Defense on all matters related to small business; it is committed to maximizing the contributions of small business in DoD acquisitions. The OSBP provides leadership and guidance to the Military Departments and Defense Agencies to meet the needs of the nation’s war fighters, while creating opportunities for small business.The objective of this indefinite delivery/indefinite quantity (IDIQ) contract is to:

  • Provide analytical, technical, administrative, and program support to develop market research, data management, database management, data analytics, and data visualization tools
  • Provide for the development and modeling of DoD-wide procurement approaches
  • Develop training and curricula for the defense acquisition workforce and transform the acquisition workforce into a highly skilled, business-oriented force that provides innovative, efficient, and effective influence to DoD readiness
  • Use innovative, results-based, end-to-end acquisition management tools to manage client acquisition portfolios

Dollar Threshold

IDIQ contract ceiling of $325,000,000, with an annual ceiling of $65,000,000. Orders against the IDIQ contracts may be on a cost reimbursable or firm fixed price basis.

The primary user of the contract will be the OSBP office. Additional users include other WHS, Office of the Secretary of Defense, and DoD offices, as deemed appropriate by the Contracting Officer.
