About the Customer
The Defense Logistics Agency (DLA), a vital component of the U.S. Department of Defense, plays a critical role in supplying the nation’s military forces and supporting their operations. DLA ensures the availability of necessary resources and materials, spanning across a vast range of logistical needs. The DLA is transitioning several of their on-prem SIPR applications to leverage the capabilities of a cloud environment.
Customer Challenge
The DLA’s current SIPRNet environment faces mounting challenges in maintaining legacy on-premise infrastructure. These include escalating operational costs, limited scalability, fragmented security controls, and inefficient provisioning cycles. As mission demands evolve, the rigidity of traditional hosting models impedes agility, innovation, and responsiveness to classified workloads.
Credence Solution
Credence successfully delivered and operationalized the first fully compliant AWS IL6 Landing Zone for the Defense Logistics Agency (DLA), marking a major milestone in the agency’s modernization of classified hosting environments. Built in accordance with Secure Cloud Computing Architecture (SCCA) and DoD SRG guidance, the Landing Zone was designed to meet stringent IL6 requirements and received a multi-year Authority to Operate (ATO), validating its security and operational readiness.
As part of this solution, we migrated five mission-critical SIPRNet applications—DAAS-S, CAPSIS, CIPLOG, DPAS, and REPOL—into the AWS Secret Region. For each application, we provided tailored support throughout the ATO process, including documentation, control inheritance mapping, and coordination with DLA cybersecurity and governance teams.
We automated the provisioning of development, staging, and production environments using Infrastructure-as-Code (IaC), ensuring consistent configuration and rapid deployment. The Landing Zone was delivered with hardened golden images, secure networking, and integrated monitoring, all aligned to DISA STIG and IL6 requirements.
Our team now manages all hosting tenant accounts across the environment, ensuring operational continuity, centralized governance, and seamless onboarding of new workloads.
Our solution was designed with scalability in mind, supporting future enhancements such as containerization, multi-region DR, and integration of additional SIPR applications. We proactively planned for the second AWS Secret Region to ensure continuity of operations and long-term resilience.
This solution has modernized DLA’s SIPRNet hosting, delivering enhanced security, operational efficiency, and long-term scalability—positioning the agency for continued mission success in a cloud-first future.
Results and Benefits
Credence’s Managed Service Provider (MSP) support for these workloads has modernized the customer’s SIPRNet hosting, accelerated mission readiness, enhanced security posture, and delivered long-term operational and financial benefits.
- ATO Achievement: We obtained an Authority to Operate (ATO) for the environment, validating our adherence to IL6 standards and enabling mission-critical workloads to operate securely in the cloud.
- Automated Provisioning: Using Infrastructure-as-Code (IaC), Credence provisions development, staging, and production environments with hardened golden images, secure networking, and integrated monitoring.
- Security & Compliance: Credence implemented continuous audit logging, STIG checklist automation, and Zero Trust principles in accordance with NDAA 2022 and EO 14028.
- Operational Efficiency: Our solution supports containerized workloads, rapid incident response, and performance monitoring to reduce MTTR and enhance system resilience.
- Cost Optimization: By transitioning to AWS’s pay-as-you-go model, infrastructure costs are reduced and resource utilization is improved.
